Charged for damage that existed before you moved in? Billed for repairs on wall discoloration that's obviously age-related? Most rental move-out disputes arise from failing to document your unit's condition at move-in. Photographic and video records cost nothing yet provide the most powerful risk protection available.

Why Move-In Documentation Matters

Japan's Restoration to Original Condition Guidelines (Ministry of Land, Infrastructure, Transport and Tourism) stipulate that tenants are not responsible for repairing damage or dirt that existed before move-in. However, without evidence, it's difficult to refute a claim that "the tenant caused the damage."

Signing an entry condition checklist alone often provides insufficient documentation. The checklists prepared by management companies typically list only broad categories, allowing minor scratches and stains to be overlooked. Taking your own photos and videos creates tangible evidence—your strongest negotiating tool during move-out settlement.

Timing and Steps for Move-In Photography

The ideal time to photograph is immediately after receiving your keys, before moving in your belongings. Photographing an empty room clearly shows the location and extent of any damage or dirt.

Basic Photography Steps

  1. Photograph the entire room from all four corners with wide-angle shots (to document room size and overall condition)
  2. Photograph walls, floors, and ceilings by individual wall
  3. Close-up photographs of any scratches, stains, and equipment malfunctions you discover
  4. Add written descriptions to your photos using your phone's "Add Text to Photo" feature or a separate notes app
  5. Also record video of the entire room (video complements photos and may capture areas you miss)

Immediately After Photography

Back up your files to cloud storage (Google Photos, iCloud, Dropbox, etc.) the same day. If you change phones, lose your device, or accidentally delete photos, your evidence disappears. Preserve your photos' metadata (timestamp and location information). The timestamp proves you took the photos on move-in day.

Areas to Prioritize in Your Documentation

Record these areas first—they most frequently become move-out dispute points.

Floors and Flooring

  • •Scratches, dents, and discoloration on hardwood floors
  • •Stains, fading, and tears in tatami mats
  • •Bubbles and peeling in cushion flooring

Walls and Wallpaper

  • •Dirt, stains, tears, and lifting

Plumbing

  • •Bathroom mirror fogging, mold, and chipped tiles

Maintaining Documentation During Your Tenancy

Keeping records not only at move-in but also periodically during your tenancy prepares you for move-out.

When to Document

  • •When you accidentally damage something (documenting "damage I caused" allows you to report it honestly at move-out)
  • •When reporting equipment issues (leaks, malfunctioning locks, etc.) to your management company
  • •When you notice age-related deterioration progressing (e.g., wall discoloration becoming more visible)

Attaching photos to your emails to the management company creates an automatic record of your unit's condition at that point in time.

Using Your Documentation at Move-Out

Photograph before and after the move-out inspection. Take full-room photos just before the inspection (after furniture removal and cleaning) and again after the inspection concludes. During the walkthrough, comparing your move-in photos with current damage is an effective way to prove "this damage existed before I moved in."

Responding to Management Company Checklists

If asked to sign a management company checklist during the walkthrough, add a note stating "Acknowledged—includes pre-existing damage." This protects you against surprise additional charges later. If anything is unclear, you have the right to take the form home for review rather than signing on the spot.

Documentation may feel tedious, but 1–2 hours of photography at move-in often saves thousands of yen in move-out charges. In today's world where smartphones are always at hand, it's the most reliable, zero-cost move-out dispute prevention strategy available.
