The problem of "it's difficult to rent because I'm elderly" is one of the serious challenges Japan's aging society faces. In reality, it is not uncommon for single people aged 65 and above to have their rental applications rejected by landlords. While we can understand landlords' concerns about the risks of solitary death and rent default, having a safe and secure home is a fundamental right for seniors. Challenges Seniors Face in Rental Screening

Seniors struggle with rental screening for three main reasons.

The first is the issue of income. Pension income is lower compared to working years, and it can be difficult to meet the common screening standard of "monthly income at least three times the rent." For example, for a property with ¥60,000 monthly rent, a monthly income of ¥180,000 is the guideline, but recipients of only the National Pension receive around ¥50,000-60,000 per month. Even with an occupational pension, the average is around ¥140,000, making it difficult to exceed the screening threshold.

The second is the issue of guarantors and guarantor companies. Single seniors without children find it difficult to arrange a joint guarantor, and tend to struggle with guarantor company screening as well. Since guarantor companies conduct screening using their own scoring systems, the combination of being elderly and having low income tends to result in lower approval rates.

The third is landlords' psychological concerns. The anxiety about "restoration to original condition costs if solitary death occurs in the unit" and "contract termination after long-term hospitalization or onset of dementia and handling of left-behind belongings" represents a real risk for landlords. While a 2021 legal reform established procedures for entrusting the handling of left-behind belongings, this has not yet become widely known.

That said, not all landlords refuse to rent to seniors. Property management companies and landlords with experience housing seniors exist nationwide, and with proper information gathering and appropriate approach, doors will surely open.

Housing Systems and Support Services for Seniors

Japan has several public systems in place to support senior housing.

Supportive Housing for Seniors (サ高住) is a form of barrier-free rental housing that includes services such as safety confirmation and life counseling. Entry screening is more lenient compared to regular rentals, making it easier for seniors to rent. However, because facility fees are charged separately, monthly costs are higher than standard rentals. The level of cooperation with medical and care services varies by facility, so be sure to confirm this during tours.

Rental Housing for People with Housing Security Issues (Safety Net Housing) refers to general rental properties registered in the government's Housing Safety Net system, with a registration requirement that they do not refuse housing to seniors, people with disabilities, and low-income households. You can search registered properties nationwide for free through the Ministry of Land, Infrastructure, Transport and Tourism portal "Safety Net Housing Information Provision System."

Silver Housing is public housing supplied by each prefecture with barrier-free facilities and includes regular visiting services by Life Support Advisors (LSAs). It is affordable and easier to enter if you meet income requirements, making it a suitable option for seniors seeking a stable living environment.

Also, make active use of housing consultation offices and community comprehensive support centers in your municipality. Even if private real estate companies reject you, you may find properties introduced through administrative channels.

How to Select Barrier-Free Properties

As we age, steps, slippery surfaces, and ease of movement directly impact daily safety. When selecting barrier-free properties, be sure to check the following points during a property viewing.

For entrances and hallways, check whether there are steps (or if a ramp is installed), whether hallway width is 90cm or more, and whether handrails are installed. If wheelchair use is anticipated, a hallway width of 120cm or more is recommended.

For bathrooms and toilets, check whether there are handrails for getting in and out of the tub, whether the toilet has handrails, and whether the floor is made of non-slip material. Also important is whether there is a bathroom ventilation and drying function. Heat shock from sudden temperature changes in winter is a major risk for seniors, and having heating in the dressing area or bathroom significantly improves safety.

For the building overall, check whether it has an elevator (essential if not on the first floor), whether the entrance approach is level, and whether access to parking and bicycle storage is flat. While many apartment buildings built after 2000 comply with barrier-free standards, the actual situation varies by property. It is important not to rely solely on floor plans but to verify the conditions on-site.

Strategies for Passing Tenant Screening

Here are specific steps seniors can take to pass rental screening.

Securing emergency contacts and a joint guarantor is most effective. Register a child or family member as an emergency contact and, if possible, have them serve as your joint guarantor. Having a joint guarantor significantly increases landlords' sense of security for "what if" scenarios. If you have no family, using an "identity guarantee service" provided by NPOs or social welfare councils is also an option.

Openly disclosing assets is also effective. Even if pension income alone doesn't meet screening criteria, if you have substantial assets such as time deposits, real estate, or securities, submitting balance statements with your application can demonstrate your ability to pay rent. It is important to show that while income is limited, your assets can comfortably cover three years of rent.

Enrolling in senior support services is an effective way to ease landlords' concerns about solitary death. These services conduct regular safety confirmations (by phone or visit) and arrange emergency response, as well as handling of personal belongings and left-behind items if needed. Most services cost around ¥1,000-5,000 per month and serve as an effective tool for improving screening approval rates. Bringing informational materials about the service when speaking with landlords increases persuasiveness.

Consulting with real estate companies that welcome seniors is also important. Even if general real estate companies turn you away, using companies specializing in senior property searches or those with senior consultation services can improve success rates. Searching online for keywords like "senior rental consultation [city name]" will help you find local specialized offices.

Checking the Living Environment That Supports Daily Life

Beyond the barrier-free features of the property itself, the surrounding living environment has a major impact on seniors' daily lives.

Whether there are supermarkets, drugstores, hospitals, and banks within walking distance affects your quality of life after giving up driving. Access to medical facilities such as general practitioners and orthopedic clinics is particularly important—within a 15-minute walk is a good guideline. Also check public transportation access. Having nearby bus stops or train stations expands your options for outings and helps you maintain an active lifestyle for medical visits, shopping, and dining out.

It is also reassuring to research the local mutual assistance network in advance (the status of activities by welfare commissioners and the location of community comprehensive support centers). By consulting with the community comprehensive support center after moving, you can more easily connect with local life support services and care prevention programs. Areas with active neighborhood associations tend to be environments where isolation is less likely.

Housing selection is an important life decision for continuing to live on your own terms even in your senior years. By combining the public systems introduced here, screening strategies, and environmental verification, there are excellent prospects for finding a safe, secure, and comfortable living environment. Don't struggle alone—take the first step toward your ideal home while consulting with administrative offices and specialists.
