When you find a rental property you're interested in, there's always a screening process (known as a "lease application review") between the time you apply and move-in. If you don't pass the screening, you won't be able to sign the contract. If you've experienced rejection or repeatedly failed applications, it's important to properly understand how the screening process works and what strategies to use. This article explains, from the perspective of a real estate professional, how lease application reviews work, what the screening criteria are, and how to prepare in advance to pass the review.

What Is a Lease Application Review?—Who Reviews What?

A lease application review is a process in which the landlord, property management company, and/or guarantor company evaluate whether a potential tenant is trustworthy enough to lease an apartment to.

The review is primarily conducted by three parties.

They conduct qualitative evaluations of the tenant's character, lifestyle, and likelihood of causing neighborhood issues. The application form contents and interviews with the real estate company representative serve as the basis for judgment.

Review by Landlords and Property Management Companies

Review by Guarantor Companies Guarantor companies (both credit card affiliate and independent companies) provide guarantees to pay rent if the tenant defaults. Therefore, they primarily review the tenant's ability to pay rent (income, occupation, and credit history). Credit-affiliated guarantor companies also check credit bureaus (such as CIC and JICC). Review by Joint Guarantors If a joint guarantor is required, their income, occupation, age, and relationship to the tenant are also subject to review.

The screening process typically takes around 3 days to 1 week, though this varies depending on the guarantor company and property.

Five Key Points Emphasized in Lease Application Reviews

The five most important criteria in lease application reviews are as follows:

① Income and Payment Ability This is the most important screening criterion. Generally, "rent should be no more than one-third of monthly income," so if your monthly income is ¥200,000, monthly rent up to approximately ¥60,000–70,000 is typically within the range for passing review. You'll need to submit income documentation (such as recent pay stubs, withholding certificates, or tax return copies).

② Occupation and Employment Type Full-time employees and civil servants are often viewed favorably as having stable income. Even temporary staff, contract employees, and part-time workers can pass the review for many properties if they can demonstrate stable income. Self-employed individuals and freelancers prove income through tax returns.

③ Credit History Credit-affiliated guarantor companies check with credit bureaus (such as CIC and JICC) to verify that there are no financial incidents, such as credit card late payments or unpaid smartphone installments. If you have a history of financial incidents, choosing properties that use independent guarantor companies will make it easier to pass the review.

④ Application Form Accuracy All information entered on the application form—such as your reason for moving, cohabitants, workplace, and emergency contact—must be filled out accurately. If false information is discovered, it can result in contract termination.

⑤ Personal Impression The real estate company representative conveys their impression of the applicant to the landlord or property management company. Your attitude, appearance, and behavior during viewings or office visits can indirectly influence the review.

Advance Preparation to Improve Your Chances of Passing the Review

To increase your chances of passing the review, make the following preparations in advance:

Gather Income Documentation Preparing pay stubs (recent 2–3 months), withholding certificates (past year), and employment letters in advance will smooth the process from application to review completion. Self-employed individuals and freelancers should have copies of their tax returns ready.

Check Your Credit History in Advance You can request a copy of your credit report from the CIC (Credit Information Center) website. Checking your credit history before the review and confirming there are no issues gives you peace of mind.

Consider Income Combining or a Guarantor if Your Income Is Low If your income falls short of the standard, you may be able to combine your income with that of a household member. Additionally, naming a financially stable relative as a joint guarantor can improve your chances of passing the review.

Choose a Property Within Your Rent Budget Properties that are clearly overpriced relative to your income tend to be harder to get approved for. What to Do If Your Application Is Rejected

If your application is rejected, don't be discouraged. Screening standards vary by property, landlord, and guarantor company, so you may be able to pass with a different property.

• Choose properties that use different types of guarantor companies (e.g., switch from credit-affiliated to independent) • Look for properties with more flexible screening criteria rather than negotiating key money or guarantor fees • Talk honestly with your real estate company representative and ask them to suggest properties with easier approval requirements • Consider combining income or adding a joint guarantor

A lease application review isn't meant to reject tenants—it's a confirmation process to ensure a safe contract for both parties. If you prepare properly, your chances of moving into your desired property are excellent. Work with your real estate company representative to address any concerns and proceed thoughtfully with your search.
