Basic Rules for Restoration to Original Condition: MLIT Guidelines
The foundation for preventing move-out disputes over restoration costs is understanding the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) "Guidelines Regarding Disputes and Restoration to Original Condition" (revised 2011).
Basic Principles of Restoration to Original Condition:
- •Damage recovery costs from "normal use" (wear and dirt/scratches) are the landlord's responsibility
- •Damage recovery costs from tenant negligence, intentional damage, or breach of duty to exercise reasonable care are the tenant's responsibility
