Security deposit refund disputes rank among the most common rental housing issues, with thousands of consultations filed annually at consumer centers. The primary problem is when landlords or management companies unilaterally deduct large repair costs from the refund. Legally, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) has published "Restoration to Original Condition: Disputes and Guidelines," which serves as the de facto standard. Repairs that tenants must bear are limited to "wear and tear resulting from the tenant's intentional acts, negligence, or use beyond normal conditions."
