What to Do on Moving Day: First, Document Your Room's Condition

After receiving the keys, there is one task you absolutely must complete before moving your belongings in. That is "documenting the room's initial condition and taking photographs." Most move-out disputes arise because damage and stains present at move-in were not documented.

Back to columns

Things to Check When Receiving the Keys

  • •Number and type of keys (entrance, mailbox, bike parking, etc.)
  • •Whether spare keys exist and their storage location
  • •Whether all keys turn smoothly

How to Document Damage and Stains

  • •Photograph all rooms, covering walls, floors, ceilings, and fixtures (doors and windows)
  • •If damage or stains are found, take close-up photos with the date visible
  • •Save photos to cloud storage so the date is permanently recorded
  • •If the management company provides a move-in checklist, return it along with your photos

Checking Meters

  • •Record and photograph the initial readings on your electricity, gas, and water meters
  • •Gas connections usually require an advance appointment, so book one ahead of time
  • •Some municipalities require you to notify them online or at their office when you begin water service

What to Do Within One Week: Complete Administrative Procedures First

You are required by law (Basic Resident Registration Law) to submit your moving-in notification within 14 days. Failing to do so may result in a fine, so address this promptly.

Moving-Out and Moving-In Notifications (Municipal Office)

  • •Submit your "moving-out notification" at your previous municipality (some jurisdictions allow you to handle both at once at your new address)
  • •Submit your "moving-in notification" at your new municipality
  • •Required documents: ID, My Number Card (if you have one), personal seal/stamp

Driver's License Address Update (Police Box or Driver's License Center)

  • •Your new resident registration record (or a copy of your moving-in notification) is required
  • •Your new address will be recorded on the back of your license
  • •You must visit in person (no proxy allowed)

Bank and Credit Card Address Updates

  • •Most financial institutions allow you to change your address through their app or online service
  • •Delay can cause important documents (new card notifications, etc.) to be sent to your old address
  • •Do not forget to update securities accounts and insurance companies as well

Other Procedures to Complete Within One Week

  • •NHK TV license fee address change (if you maintain your subscription)
  • •Postal mail forwarding request (your local post office will forward mail from your old address for one year free of charge)

What to Do Within One Month: Update Your Social Security Information

National Health Insurance and National Pension registrations should be updated within 14 days as a rule, but in practice most people complete this within one month. Be sure not to overlook these.

National Health Insurance Address Update (Municipal Office)

  • •Even company employees need to update if family members are enrolled in the National Health Insurance
  • •This is especially important if you are unemployed, self-employed, or a freelancer
  • •You must deregister from your old address and register at your new address

National Pension Address Update

  • •If your My Number is already linked to your pension number, many municipalities automatically update your information when you submit your moving-in notification
  • •If not linked, submit a "National Pension Address Change Form" at your local pension office or municipal office
  • •If you are a company employee (enrolled in the employees' pension), your employer will handle the change

My Number Card Address Update (Municipal Office)

  • •You can complete this on the same day as your moving-in notification
  • •Do not forget to renew your digital signature certificate as well (your expiration date will be reset)
  • •Updating early is convenient since My Number Portal allows you to file for various services online

Internet Connection: The Unexpected Time Trap

Getting your internet connected is often the task that takes the most unexpected time after moving.

Typical Lead Times for Activation

  • •Fiber optic internet (new application): 2 weeks to over one month may pass before installation work can be scheduled
  • •Building-wide provider service (apartment-type): Relatively quick since the management company handles the application
  • •Home router (no installation required): Ready to use as soon as the device arrives

You Must Apply Before Moving In

  • •Submit your application immediately after your apartment is confirmed
  • •During busy seasons (January to March), installation contractors are heavily booked, so arranging this 1–2 months in advance is ideal
  • •Check with the management company in advance to see what internet infrastructure already exists in the building

Moving-In Greetings: Timing and Etiquette

Some people think moving-in greetings are no longer necessary, but in rental properties, neighborhood relations often become sources of conflict. We strongly recommend greeting your neighbors.

Who to Visit

  • •The units directly above, below, and beside yours (in apartments and multi-unit buildings)
  • •For single-family houses, the three houses on each side and one opposite
  • •If there is a manager's office, greet the manager as well

Timing

  • •Ideally within the first 1–3 days of moving in, but no later than one week
  • •Mid-morning (around 10 a.m.) to early evening (around 6 p.m.) is appropriate
  • •If no one is home, try visiting 2–3 times; if you still cannot reach them, leave a note in their mailbox

Choosing a Gift

  • •A small gift worth ¥500–¥1,000 (detergent, sweets, plastic wrap, etc.) is standard
  • •Items with "universal appeal and which do not leave waste" are most appreciated
  • •Use wrapping that says "Moving-In Greeting"

Pro Tips: Easily-Overlooked Procedures

Here are points that are often missed and that professionals want you to know about.

Home/Fire Insurance Review and Updates

  • •Many people continue with insurance recommended by their real estate agent without revisiting, but moving is a good time to reduce costs
  • •You must cancel the insurance for your old address and enroll in new coverage for your new address (or update the address with the same insurance company)

Auto Insurance Address Update

  • •Your insurance premium and rating may be affected (risk coefficients differ by region)
  • •Forgetting to notify your insurer can cause problems when filing a claim

Passport Address Label Update

  • •While your passport itself does not need renewal, there is a procedure to affix a sticker with your new address on the back cover
  • •Your local passport office or passport center can handle this

Additional Procedures if You Have Children

  • •Transfer or enrollment procedures for daycare, kindergarten, and school
  • •Child Allowance address update (can be handled at the same time as your moving-in notification)
  • •New application for child medical expense subsidy (programs vary by municipality)

Moving involves many procedures, but by organizing them into three phases—"moving day," "within one week," and "within one month"—and setting priorities, you can complete everything without omissions. Since your moving-in notification has a deadline, we recommend handling it before unpacking.
