Following the 2012 amendment to Japan's Residence Record Act, foreign residents—including long-term residents and special permanent residents—are now registered in the national residence record system alongside Japanese citizens. By registering your address, you gain access to procedures necessary for daily life, including enrollment in the National Health Insurance, school admission for children, opening bank accounts, and utilizing various government services. Without resident registration, you generally cannot access these services. Address registration is also critical from the perspective of visa status management. Foreign nationals residing in Japan are required to carry a Residence Card at all times, and the back of the card displays your current address. If you fail to update your address when you move, you will be in violation of the Immigration Control and Refugee Recognition Act and may face penalties.
