  • Neglecting Pre-Move-In Checks Can Lead to Losses at Move-Out

Failing to inspect equipment before move-in risks the landlord or management company unfairly attributing pre-existing damage or stains to tenant negligence, potentially leading to unjust restoration charges at move-out.

Japan's Ministry of Land, Infrastructure, Transport and Tourism's "Troubleshooting and Guidelines for Restoration to Original Condition" recognizes condition confirmation and documentation at move-in as an essential tenant protection measure.

Key Handover Day (Move-In Date) Verification Items

After receiving the keys, complete a comprehensive room inspection while filling out the move-in inspection report.

How to Complete the Inspection Report

If the management company doesn't provide a move-in inspection report, create and submit one yourself.

    Information to Record

    1. Location of damage/stains (room name + specific position)
    2. Description of condition (e.g., "3cm scratch on the east side of flooring")
    3. Photographs (with date and time)

    Photography Tips

    • •Full room photos + close-ups of damage/stains
    • •Ensure your phone camera records date and time metadata
    • •Photograph anything concerning ("better safe than sorry" pays off later)

    Final Equipment Verification

Verify all equipment operation on move-in day.

    EquipmentVerification
    GasVerify all burners after activation
WaterWater pressure and hot water at all faucets
    ElectricityAll switches and outlets
    Air ConditionerCooling and heating function
Water HeaterHot water at set temperature
DrainageKitchen, washbasin, and bathroom drainage speed

How to Handle Defects Discovered on Move-In Day

    Cases Requiring Immediate Action

    • •Gas or water leaks → Contact gas company or water authority immediately
    • •Locked out → Contact management company immediately
    • •Water heater failure → Contact management company same day (they have repair obligation)

    Defects to Document and Report

Document on the move-in inspection report and notify the management company by email or in writing. Verbal notice alone is not proof.

Email Example: > Subject: Move-In Equipment Inspection Report (Room No. __, [Name]) > > I am reporting the following defects and pre-existing damage identified during move-in inspection. > • Wallpaper tear approximately 5cm × 3cm on the east wall of the living room (photo attached) > • Loose hinge under the kitchen sink > > Please confirm these items to ensure they do not become issues during restoration to original condition at move-out.

Procedures to Complete Within One Week of Move-In

Complete the following alongside equipment verification.

    1. Resident registration transfer (within 14 days of move-in)
    2. Name change for electricity, gas, and water (day before to day of move-in)
    3. Internet connection application (may take 1–2 weeks for activation)
    4. Fire insurance confirmation (often already contracted through management company-designated coverage)
    5. Register management company and emergency contacts (add to phone contacts)

    Summary

Pre-move-in and move-in day equipment checks are essential not only for comfortable living but also for preventing move-out disputes. In particular, documenting the unit's condition with photos and written records and submitting them to the management company is a crucial tenant protection measure. Although it may feel tedious, thirty minutes of inspection work prevents significant problems down the road.
