When a move is approaching, many people think, "I'd like to file my change of address early." However, the short answer is: you generally cannot file a change of address (moving-in registration) before your move-in day.
The Basic Resident Register Law, Article 22, states: "A person who has moved into a new residence must file a moving-in registration within 14 days from the date of moving in." Here, "the date of moving in" refers to the day you actually transfer your life's base to the new address—in other words, the day you begin residing there.
Filing a change of address for an address where you are not yet living constitutes false reporting. In most cases, municipal offices will check the move-in date stated in your rental contract and the key handover date, and will not accept a moving-in registration filed before you actually move in.
