Furusato tax donations are a system where, by making a donation to a municipality you wish to support, a portion of that donation amount (with a limit) is deducted from the following year's residential tax and income tax. The portion of your donation exceeding ¥2,000 becomes eligible for deduction, meaning you only pay ¥2,000 out-of-pocket to receive return gifts from various regions.
For homeowners repaying a mortgage, the "mortgage tax credit" often creates competition, which can reduce the deduction benefit of furusato donations. In contrast, renters do not have a mortgage tax credit, so they can fully enjoy the deduction benefit of furusato donations. This is a significant advantage unique to renting.
Money Flow for Furusato Tax Donations (For Salaried Employees)
How the Deduction Works
Donation amount – ¥2,000 (your out-of-pocket amount) = Deducted amount
For example, for a salaried employee earning ¥5 million per year (single, no dependents), the furusato donation limit is approximately ¥61,000. If you donate up to this amount, approximately ¥59,000 (minus your ¥2,000 out-of-pocket cost) will be deducted from your taxes the following year.
The most important thing with furusato donations is knowing your "deduction limit." Any amount over this limit becomes a pure expense with no tax savings.
Approximate Deduction Limits by Annual Income (Single, No Dependents)
| Annual Income | Approximate Limit |
|---|---|
| ¥3 million | Approx. ¥28,000 |
| ¥4 million | Approx. ¥42,000 |
| ¥5 million | Approx. ¥61,000 |
| ¥6 million | Approx. ¥77,000 |
| ¥7 million | Approx. ¥108,000 |
| ¥8 million | Approx. ¥130,000 |
| ¥10 million | Approx. ¥176,000 |
Note: The limit varies depending on your family structure, social insurance premiums, and various deductions. For the most accurate limit, use the "Deduction Limit Simulator" on furusato donation portal sites (such as Furusato Choice, Rakuten Furusato Donations, Satofuru, etc.). If you have the previous year's withholding tax certificate, it can be calculated in under 3 minutes.
There are two methods for furusato tax donation procedures.
One-Stop Special Exception System
Final Tax Return Filing
Recommendations for Renters
For renters who are freelancers or self-employed, filing a final tax return is mandatory, so furusato donations must also be reported in the final tax return.
Those who rent and move frequently should pay attention to the following points when handling furusato tax donation procedures.
Address Changes When Using the One-Stop Special Exception
Enter your current address on the One-Stop Special Exception application. If you move after submitting the application, submit a "Notice of Change in Applied Matters" to each municipality where you made donations. If you neglect this procedure, the deduction may not be correctly reflected.
Residential Tax Deductions Are Processed by the Municipality Where You Reside on January 1
Residential tax deductions are processed by the municipality where you reside on January 1. For example, if you move in January 2026, the 2026 furusato donation deduction will be processed by the municipality at your new address.
Avoiding Address Change Issues with Final Tax Return Filing
With final tax return filing, you enter your address at the time of filing, making it less vulnerable to moving-related address changes. For those who rent and move frequently, filing a final tax return may be a safer option in some cases.
While there are tens of thousands of furusato donation return gifts available, there are ways to choose them that align with a rental lifestyle.
Non-Perishables and Daily Necessities
While fresh products are abundant, with a small rental kitchen and refrigerator, you should be mindful of quantities. Rice (10–30 kg), canned goods, dried foods, and seasonings are popular choices that are easy to store and offer good value.
Experience and Service Return Gifts
Travel coupons, hot spring access tickets, and accommodation vouchers are ideal for renters since they don't take up physical space. Electronic coupon-type return gifts that can be used even after moving are increasingly available.
Local Specialties and Food Products
For those living alone and looking to reduce food expenses, high-quality food items (beef, seafood, fruit) as return gifts can provide practical savings on food costs.
The furusato tax donation application deadline is December 31 of that year. It is essential to complete your donation by year-end; if payment is received after December 31, it will be treated as the following year's donation.
As year-end approaches, popular return gifts tend to run out of stock, so it's ideal to complete 80–90 percent of your donations by November based on your deduction limit. Then you can adjust the remainder in December after confirming your year-end withholding tax certificate.
Furusato Tax Donation Implementation Checklist
Precisely because renters are not subject to mortgage tax credit competition, they can fully leverage the tax-saving benefits of furusato donations. Please make smart use of this system, which can save thousands of yen per year.
